Latest Wave of Restaurants, Services & First-to-Market Experiences Join $2B Redevelopment of Former Paradise Valley Mall

Cala expanding to PV

RED Development unveiled the latest lineup of tenants joining PV, the $2 billion transformation of the former Paradise Valley Mall, with six new additions, including a celebrity chef restaurant, first-to-market concepts and standout regional favorites.

PV will mark the first expansion for Cala, a concept created by Phoenix-based hospitality firm Clive Collective, founded by Justin Massei and Mikis Troyan. Helmed by Food Network star Chef Beau MacMillan, Cala first opened in Scottsdale in 2022 to widespread acclaim for its coastal-European menu, lush interiors and magnetic atmosphere. Chef MacMillan’s culinary vision is centered around seasonal, ingredient-forward plates, drawing inspiration from the Italian Riviera to the Greek Islands and beyond. The 6,500-square-foot restaurant is slated to open in 2026 west of Blanco Reserva Cocina + Cantina.

“PV represents the next chapter for us in the Valley and the chance to bring Cala’s signature energy to an even wider audience,” said Mikis Troyan, co-founder and managing partner of Clive Collective. “This project gives us a blank canvas to push boundaries and reimagine the experience from the ground up. Expect a wood-fired kitchen, bold new flavor profiles and the same transportive ambiance that put us on the map in Scottsdale.”

Adding to PV’s culinary offerings is Harry & Izzy’s, a celebrated upscale American grill making its Arizona debut in a standalone 8,300-square-foot building at the northeast corner of the park block in 2026. The sophisticated yet approachable concept, a sister restaurant to the iconic St. Elmo Steak House in Indianapolis, is beloved for its classically inspired menu, lively bar and richly designed interiors.

“Bringing Harry & Izzy’s to RED’s newly redeveloped PV is a major milestone for Huse Culinary,” said Craig Huse, CEO of Huse Culinary. “Expanding beyond the Midwest has been part of our long-term vision, and we’re excited to introduce our American grill to the Phoenix, Paradise Valley and Scottsdale market. From a menu and design perspective, Harry & Izzy’s is a natural fit for the community. The new lineup also features a mix of regional favorites and innovative newcomers, including:

  • Velvet Taco: Following the success of its first Arizona location in Old Town Scottsdale, Velvet Taco will bring its bold, globally inspired taco creations to a 1,973-square-foot corner space next to European Wax Center at PV in 2026. With a menu that spans over 20 unique tacos made fresh from scratch, the brand is known for redefining fast-casual dining with imaginative flair.
  • Too Sweet Cakes: Making the leap from local favorite to storefront, this locally owned boutique bakery will open its first brick-and-mortar location in 2026 in a 1,700-square-foot space north of Cala. Guests can expect sweet and savory pastries, decadent cakes, cookies and breakfast items like croissants, burritos and breakfast sandwiches.
  • FACE FOUNDRIÉ: This fast-growing, woman-owned focused facial bar is bringing its all-inclusive skincare concept to a 1,529-square-foot space west of Cala in 2026. With services including facials, lashes, brows and skincare, FACE FOUNDRIÉ has quickly become a leader in accessible luxury beauty with over 120 locations nationwide.
  • Zara Nail Bar: Also opening in 2026 west of FACE FOUNDRIÉ, this 2,210-square-foot full-service nail salon will offer an array of nail care services, from classic manicures and pedicures to dip powders and waxing, in a modern, relaxing environment.

“We’re curating an elevated mix of restaurants and services that will continue to transform PV into one of the most dynamic destinations in the Southwest,” said Mike Ebert, managing partner at RED Development. “The addition of Cala and Harry & Izzy’s, alongside trend-forward and locally grown concepts, reflects our continued commitment to creating a space that feels distinct yet still deeply rooted in the Valley.”

In addition to dining and retail, the development includes AVE Paradise Valley, a 400-residence luxury apartment community, and a dedicated headquarters building for Fender Musical Instruments Corp. set to open in 2025. Construction is underway on a 335-unit luxury apartment community by Transwestern Development Company, featuring studio to three-bedroom floor plans and an array of amenities including a resort-style pool, state-of-the-art fitness facility and resident rooftop lounge, with the first units anticipated to debut late 2026. Also in progress is Life Time and Life Time Living, a first-of-its-kind integrated athletic country club and luxury-for-lease residence slated to open in 2026 and 2027, respectively.
