Former Lawmaker and Political Operative Partner to Launch New Firm

Former Arizona State Representative César N. Chávez and political operative Luis M. Acosta, have partnered to launch Oracle Strategies.

Arizona has quickly become the key battleground state that determines the political direction the rest of the country will take. The 2022 election was a historical one that included victories for Democratic nominees in the offices of Governor, Secretary of State, Attorney General, and brought Democrats within a one vote margin in each legislative chamber. Oracle Strategies was founded with the intention to bring compromise and bridge the divide between two political parties that will be balancing legislative and executive powers. The firm will also bring an emphasis to multicultural strategy, given the state’s diverse population.

Both Chávez and Acosta were born in Mexico, immigrating to the United States at very young ages. Growing up in similar family backgrounds, both have faced the complexities of government bureaucracy through two different avenues. However, through hard work and perseverance they both live the American Dream.

Cesar Chavez, served in the Arizona State Legislature from 2017-2023, providing an integral voice to the legislative process. Throughout his tenure, Chavez focused on bringing commerce and employment to the State of Arizona, forming part in many conversations that have led to the state’s economic successes over the years; Intel’s expansion and Taiwan Semiconductor Manufacturing Co.’s investment. Doing so he was considered the voice of reason amongst his colleagues, bringing together two divided caucuses to find commonsense and pragmatism within good policy. This method of leadership gave fruition to Arizona’s historic $14 billion budget passed in the 2022 legislative session. In which he helped lead negotiations which resulted in $1 billion dollars into public education, $1 billion for water infrastructure, $25 million for mental health, and $60 million for the Housing Trust Fund. Prior to serving in the legislature, Chávez, was a staffer in both the House of Representatives and State Senate.

“It has been my utmost honor to have served Arizona’s 29th legislative district. Although it is my time to depart from this institution that I have learned to love and cherish, it is my intention to serve in a different capacity. A capacity just as important to crafting legislation that will serve the interests of the great State of Arizona.” Chávez said. “Oracle Strategies is founded on the principle of finding common ground by serving as the conduit between elected officials and the appropriate channels.

Luis Acosta has spent the last decade electing and working with members of both parties at all levels of government. He has focused and been successful in guiding and passing meaningful legislation that reformed our education system, protected voters’ access to the ballot, and changed regulations to bring high quality jobs to all communities. Acosta began lobbying for education group Stand for Children, where he was able to create cohorts of parents valley wide to raise awareness to important issues in underserved districts. He has also lobbied for entities such as the Arizona Chamber of Commerce, A for Arizona, Goodwill of Central & Northern Arizona, and Unite America. Acosta’s commitment to developing good policy for the State of Arizona stems from his upbringing, growing up across the State Capitol and seeing how legislation affects constituents across the state. Luis Acosta is a board member for Friendly House, Phoenix International Academy, and a Regent for his alma mater Loras College.

“I am excited and honored to launch this new venture alongside someone that has the same rooted love for Arizona as I do. As a Dreamer who grew up in a low-income community across the street from our State Capitol, my family has been impacted negatively by bad policies passed by previous legislatures. Representation matters and Oracle Strategies will provide the much-needed voice to better represent the diverse communities across Arizona.” Acosta explained.

“I’ve known and have worked with Luis for the last decade. He is someone who has continuously worked in a bipartisan nature to advance good policy for our state. Whether it was through the changes to ELL policy, the defense of voting rights, or through his work during the election cycles, I can attest that Luis has worked to build a better and more equitable Arizona.” said outgoing Senate Democratic Leader Rebecca Rios.

“Good policy is the product of meaningful relationship building. César is a prime example of what compromise through thoughtful and patient conversation can accomplish. It has been my pleasure to have worked alongside Mr. Chávez, and to have achieved so many wins for the State of Arizona over the years.” Said outgoing Speaker of the House of Representatives Rusty Bowers.

Oracle Strategies will focus on government and public affairs, multicultural communications, and campaign operations. Acosta will focus on legislative efforts and campaign strategies, meanwhile Chávez, due to a one-year ban from lobbying the Arizona State Legislature, will work on research, strategy, and working with other governmental entities.
