HUD Announces $9.1M Green and Resilient Retrofit Loan for Apartment Building in Phoenix

The U.S. Department of Housing and Urban Development (HUD) announced  a $9.12 million loan to Urban League Manor Apartments, a pivotal step to enhance energy efficiency and sustainability in affordable housing. The announcement was made during a ceremonial check presentation event at Urban League Manor in Phoe

Key officials in attendance included Jason Pu, HUD Pacific Regional Administrator, Tanya Birks, HUD Phoenix Field Office Director, Dr. Eugene Livar, Chief Heat Officer, State of Arizona, Dr. Jessica Raymond. Executive Vice President, Atlantic Development & Investments, Inc., and Anna DiSabato, President, Celtic Property Management, LLC

“Today marks a significant milestone in our commitment to promote energy efficiency and resilience in affordable housing,” said Jason Pu, HUD Pacific Regional Administrator. “The $9.12 million loan will transform Urban League Manor into a model of sustainability and enhance the quality of life for residents.”

The funding provided through HUD’s Green and Resilient Retrofit Program (GRRP) will support comprehensive upgrades at Urban League Manor, including:

  • Installation of energy-efficient windows and doors
  • Implementation of solar power systems
  • Upgrades to insulation, reflective roofs, and weatherproofing
  • Incorporation of smart building technologies for enhanced energy management

These improvements are designed to significantly reduce energy consumption, lower utility costs for residents, and improve the overall environmental impact of the building.

Tanya Birks, HUD Phoenix Field Office Director, added, “Urban League Manor’s transformation is a testament to what can be achieved when we prioritize green initiatives in housing. This project will set a new standard for sustainable living in Phoenix and beyond.”

HUD’s Green and Resilient Retrofit Program (GRRP) is a national effort aimed at promoting sustainable and resilient affordable housing and has resulted in $610 million in grants and surplus cash awards to apartment communities in 36 states and the District of Columbia. Urban League Manor is the only recipient of this HUD assistance in Arizona. By providing financial support for green upgrades, GRRP helps reduce energy consumption, enhance building durability, and ensure affordable housing meets the highest standards of environmental responsibility.
