Arizona was awarded a prestigious “Gold Shovel” award from Area Development Magazine in the 6-10 million population category, marking the state’s third consecutive gold shovel. Considering economic development projects that were announced, commenced construction or operations in 2022, the Shovel Awards recognize states that “garnered large job-creating and investment projects through innovative policies, infrastructure improvements, and other processes that attracted new employers as well as investments in expanded facilities.”
In addition, Area Development named TSMC’s $40 billion investment in Phoenix one of 15 “Manufacturing Projects of the Year.” In December, TSMC announced a total investment of $40 billion to build two fabs in north Phoenix, creating 4,500 jobs.
Since 2007, Arizona has won five gold shovel and six silver shovel awards. Arizona’s five gold shovels have occurred all in the past seven years.

Area Development Magazine ranks states with weighted scores based on the number of high-valued added jobs per capita, amount of investment, number of new facilities, and industry diversity.
Arizona saw economic development wins across the state in 2022, landing semiconductor, electric vehicle, battery, aerospace and manufacturing projects.
In addition to TSMC, some 2022 project highlights include:
- LG Energy Solution, a South-Korean battery manufacturer, announced an initial $1.4 billion investment to build its first U.S. cylindrical-type battery manufacturing facility in Queen Creek, creating thousands of jobs.
- XNRGY, a Canadian custom air handling manufacturer, commenced construction on its $300 million manufacturing facility in Mesa. The facility, which will also serve as its U.S. headquarters, will create over 900 new jobs.
- Nestlé announced plans to invest $675 million to build a beverage manufacturing facility in Glendale, creating over 350 jobs.
- Williams-Sonoma leased a 1.25-million-square-foot facility for fulfillment and distribution in Glendale, creating over 2,400 jobs by 2027.
- Nucor, the largest steel and steel products producer in the U.S., is investing $100 million to expand its steel production facility in Kingman, creating 140 new jobs.
- Virgin Galactic, a leading aerospace and space travel company, announced it will build a spaceship manufacturing facility in Mesa, creating hundreds of skilled jobs.
- Corning, a global materials science leader, announced it will build a $100 million optical cable manufacturing facility in Gilbert, creating 250 jobs.
- JX Nippon Mining and Metals, a semiconductor manufacturer, broke ground on its electronic materials manufacturing facility in Mesa, creating over 100 jobs by 2025.
- Chang Chun Arizona, a Taiwanese petrochemical supplier, broke ground on its $300 million semiconductor chemical manufacturing facility in Casa Grande, creating over 200 jobs.
- Procter & Gamble, a global consumer goods leader, will build a fabric care product manufacturing facility in Coolidge, representing a $500 million investment and creating 500 new jobs.
- FrameTec, a manufacturer and framing services company, commenced construction on a new $40 million framing manufacturing facility in Camp Verde. The facility, which will also serve as its headquarters, will create over 180 new jobs.
- American Battery Factory announced plans to invest $1.2 billion to build a lithium-ion battery manufacturing facility in Tucson, creating 1,000 jobs.
