Phoenix Names Next Chief Financial Officer Following National Search

The City of Phoenix has selected Katie Gregory as its next Chief Financial Officer, following a national recruitment process. Gregory will begin her role on June 15, 2026, succeeding Acting CFO Melinda Holguin, who will continue serving as Finance Director.

City Manager Ed Zuercher said Gregory’s appointment strengthens Phoenix’s long‑standing commitment to responsible financial stewardship and strategic planning.

“Katie brings deep executive experience in municipal finance, long‑range planning, and capital strategy,” Zuercher said. “Her leadership in rapidly growing communities and her proven ability to guide complex financial operations will support Phoenix’s continued fiscal stability and strong financial outlook. I am grateful to Melinda Holguin for her steady leadership as Acting CFO and for her continued service to the City.”

Gregory has served in multiple executive roles throughout the region, most recently as Assistant City Manager for the City of Avondale. Prior to that, she served as City Manager for the City of Prescott and Deputy City Manager for the City of Peoria, where she oversaw finance administration including ACFR development, financial transactions, and treasury management.

Across her roles as Assistant and Deputy City Manager, Gregory has provided leadership over capital and operating budget development, utility rate setting, long‑range financial planning, debt management, capital financing strategies, and strategic and operational planning in rapidly growing communities. She also recently championed Avondale’s 2025 bond initiative for Parks and Recreation, in which voters approved $68 million for parks and recreation improvements.

Gregory’s background in financial administration, capital planning, and executive leadership will support Phoenix’s continued commitment to transparency, strong financial management practices, and long‑term fiscal sustainability.

Gregory holds a Bachelor of Arts from Western Oregon University and a Master of Public Administration from Arizona State University.
