The Arizona Small Business Association announced the appointment of Steven Kaiser as its new Chief Executive Officer. Kaiser brings a unique blend of military leadership, entrepreneurial experience, public policy expertise, and a lifelong commitment to advancing prosperity across Arizona.
Born in Illinois and raised in North Phoenix after moving to Arizona at the age of five, Kaiser is a proud Arizona native with deep roots in the community. He attended Arizona State University on an Army ROTC scholarship, earning a Bachelor of Arts in History before serving as a commissioned officer in the United States Army.
During his eight years of service, Kaiser led Soldiers both domestically and abroad, including a deployment to Afghanistan as a Civil Affairs Team Leader where he worked directly with Afghan government and tribal leaders to build trust and strengthen local governance efforts. His military service was recognized with a Bronze Star for leadership in Afghanistan.
After completing his active-duty commitment, Kaiser returned to Arizona, continued serving in the U.S. Army Reserves, and transitioned into the private sector. He later earned a Master’s degree in Public Administration with a focus on Governance and Policy from Grand Canyon University.
Driven by a lifelong dream of business ownership, Kaiser purchased an existing junk removal company in 2018 and, over the course of five years, grew the business from one employee to a 15-person operation, increasing revenue by more than 300%. This hands-on experience as a small business owner gives him first hand insight into the challenges and opportunities Arizona entrepreneurs face every day.
Kaiser also served in the Arizona Legislature as both a State Representative and State Senator, most recently as Chairman of the Senate Commerce Committee, where he worked on legislation impacting economic growth, workforce development, and Arizona’s business climate.
Following his time in elected office, Kaiser founded Arizona Prosperity Project, a 501(c)(4) nonprofit focused on advancing smart public policy to increase prosperity for all Arizonans. He also launched Policy Forge, an independent government relations consulting firm that helps individuals and businesses effectively engage with state government.

As CEO, Kaiser will focus on strengthening ASBA’s advocacy efforts, expanding member value, and continuing to position the organization as the leading voice for small businesses across Arizona.
