Harkey Media, the out-of-home (OOH) advertising company that has built a national presence across America’s largest cities, is making its biggest investment right in its own backyard. The company announced the acquisition of Boulevard Outdoor, a Phoenix-based operator, along with plans to develop approximately half a dozen additional advertising locations throughout the Phoenix Valley in the coming months.
The Boulevard Outdoor portfolio adds 27 advertising faces to Harkey Media’s Phoenix holdings, including a marquee Downtown Phoenix Wallscape, nineteen static bulletin faces, five digital bulletin faces, and two permits to build and convert additional faces to digital. The assets span high-traffic corridors throughout the Downtown core, giving advertisers a powerful platform to reach Phoenix residents, commuters, and visitors.
Harkey Media is not new to the Phoenix market. The company already operates a portfolio of walls, bulletins, and digital assets across the Valley — including two of the largest wallscapes in Downtown Phoenix, situated directly across from the Suns Arena. The Boulevard Outdoor acquisition and the planned new builds will substantially expand upon this already notable foundation. By the end of the year, Harkey Media expects to be among the most significant independent OOH operators in the metro area.
This announcement represents a notable homecoming for a company that has driven much of its recent growth outside of Arizona. Harkey Media has expanded into Los Angeles, New York, Boston, Las Vegas, and San Francisco — all while maintaining its headquarters in Phoenix. This latest push signals a deliberate effort to match that national ambition with a commensurate local presence.
“Our primary corporate office is here in Phoenix. My home is here. This city is central to who we are,” said Scott Harkey, CEO of Harkey Media. “We’ve grown across the country, and that growth means a lot to us. But I’ve always wanted us to have a significant footprint in Phoenix. Acquiring Boulevard Outdoor and building out new locations across the Valley over the next few months is us putting that commitment into action. We’re not going anywhere; we’re doubling down on Phoenix.”
Downtown Phoenix provides a compelling backdrop for the investment. The urban core has seen significant activity in recent years, with new mixed-use development, a growing residential base, and an expanding hospitality and entertainment district that has drawn both national brands and local advertisers.

With development permits included in the Boulevard Outdoor portfolio and additional new construction in the pipeline, Harkey Media’s Phoenix expansion reflects both immediate scale and a long-term investment in the market’s future.
