Following its recent launch, Rafi Law Services (RLS) unveiled its leadership team, establishing a strong operational foundation to drive continued growth, foster innovation and elevate the client experience.
Rafi Law Services, a newly formed Management Services Organization (MSO), provides operational, administrative and business support to Rafi Law Group and affiliated firms, enabling scale while preserving attorney independence.
The new Rafi Law Services executive leadership team includes:
- William A. Kelhoffer, Chief Operating Officer
Kelhoffer leads day-to-day operations across Rafi Law Services, overseeing execution, cross-functional alignment and operational strategy to support the organization’s continued expansion. - Linda Suazo, Chief Performance Officer
Suazo leads performance optimization, operational efficiency and client outcomes across the organization. With nearly two decades of experience in personal injury law, she brings a comprehensive, hands-on understanding of firm operations. - Celestina DeLeon, Chief Human Resources Officer
DeLeon leads human resources strategy, talent development and organizational culture initiatives, supporting the firm’s growth through strong people leadership, employee engagement and scalable workforce practices. - Letisha Ulibarri, Chief Administrative Officer
Ulibarri oversees administrative functions including finance, human resources and IT, ensuring alignment between operational systems and business objectives while maintaining efficiency, compliance and continuity across the organization. - Andrew F. Halaby, Chief Legal Officer
Halaby provides oversight on legal structure and governance, helping ensure the organization’s growth aligns with regulatory standards while preserving attorney independence.
