Cathy Batteer Named Senior Vice President/General Manager of SCAN Health Plan; Other Executives Assume New Regional GM Duties

SCAN Health Plan President and CEO Chris Wing has announced a series of internal organizational changes designed to better position the not-for-profit health plan to serve the distinct needs of members in California and Arizona.

As part of these changes, Cathy Batteer, current president of Northern California and state contracts, has been promoted to senior vice president and general manager of all markets and will be responsible for overseeing all market-based operations including managing SCAN’s partnerships with its healthcare providers. Sherry Stanislaw, currently senior vice president of marketing and service operations, has been promoted to senior vice president and general manager for SCAN Southern California; Karen Sugano, vice president of network management, has been promoted to vice president and general manager for SCAN Northern California; and Wendy Karsten, vice president of healthcare operations for SCAN Arizona, will assume the new role of vice president and general manager for SCAN Arizona. Stanislaw, Sugano and Karsten will report directly to Batteer and will be responsible for the health plan’s performance in their respective markets, providing strategic, operational and financial direction.

“SCAN is now more prepared than ever to respond to the unique challenges and needs of members and providers in our various markets,” said Wing. “These leadership changes are consistent with our continued efforts to ensure that all SCAN members have access to high-quality, affordable benefit plans and programs that support individual needs and interests.”

In naming Batteer to oversee all market-based operations, Wing has tapped a leader with nearly 30 years of experience in Medicare product management, provider contracting, operations and strategic planning. In addition to her six years at SCAN, Batteer previously served as vice president of Medicare for UPMC Health Plan in Pittsburgh and vice president of health services and provider delivery for PacifiCare of California.

Stanislaw, a 30-year healthcare veteran, is responsible for the health plan’s performance in its largest market – more than 85 percent of SCAN’s membership is based in Southern California. In addition, Stanislaw continues to provide companywide oversight of SCAN’s marketing, product development and implementation, market expansion, community outreach, and communications/public relations efforts. Before joining SCAN in 1998, she held a broad range of management positions with Talbert Medical Group and FHP Health Care.

In addition to her new role as vice president and general manager for SCAN in Northern California, Sugano also remains head of network management for all markets including provider-specific strategies related to the Centers for Medicare and Medicaid Services Five-Star Quality Rating System. She joined SCAN in 2006 as director of provider services before being named vice president of provider services and most recently vice president of network management. Sugano previously served as vice president of network management at Buenaventura Medical Group.

Karsten brings to her new role in Arizona more than 25 years of healthcare leadership experience. She joined SCAN in 2012 and in a short time has made significant contributions leading healthcare operations for SCAN in Arizona. Karsten previously worked at Huntington Medical Foundation in Pasadena, Calif., where she served as COO and CFO before being named CEO of the large, multi-site medical group. Under her leadership the medical group implemented an electronic health record system, opened an urgent care center, formed a local partnership to provide care to uninsured children in the community, and acquired 14 area medical practices.
